Former RTM Candidate Charged With Breach Of Peace, Interfering With Officer In Westport

A political candidate who unsuccessfully ran for the Representative Town Meeting in Westport earlier this year was arrested for breach of peace and struggling with officers during a late-night incident in Fairfield County, police said.

Officers from the Westport Police Department responded to a Robert Lane residence at approximately 12:15 a.m. on Saturday, Dec. 21, when a neighbor reported that he had been woken up by a man next door yelling and kicking the front door of a nearby home.

According to police, the neighbor did not recognize this man was and feared that he was attempting to break into the house or was otherwise involved in some type of altercation.

Police said that upon arrival, officers found a woman sleeping inside a vehicle in the driveway. Officers were able to wake her up, but she would not provide any pertinent information to officers as to what was going on with the suspect.

Officers unsuccessfully attempted opening the door to the residence, on which they noted fresh footprints suggesting that it had in fact been kicked as the caller had reported. A man matching the description given by the caller eventually opened the door, and officers ordered him out of the home, still not knowing what had occurred or who he was, noting that he had a fresh injury on his face.

It is alleged that the man - later identified as former RTM candidate Timothy Elgin - refused to cooperate with officers and had to be physically restrained while the incident was investigated. He allegedly remained uncooperative with officers throughout the interaction and initially was not forthcoming about how he received his injuries.

“After a significant amount of time on scene conducting an investigation,” police said, “it was determined that there had not been any physical altercation at the residence and that Elgin did in fact live there.”

Elgin was arrested following the investigation and charged with breach of peace and interfering with an officer. He was released on a $500 bond and scheduled to be arraigned in Norwalk Superior Court on Monday, Dec. 30.

Elgin, who also unsuccessfully ran for Westport First Selectman two years ago, is also seeking the Republican nomination to run against U.S. Rep. Jim Himes, who represents the Fourth District.

According to The Hour, Elgin and his fiancé lost track of the keys to their home, which they share with his 87-year-old grandmother, and he was simply trying to get into the house. He alleges that he was accused of being a burglar before being brutalized by the officers responding to the home.
